The Intelligence Reform and Terrorism Prevention Act of 2004 now requires passports when re-entering the United States from certain countries in the Western Hemisphere

It wasn't a requirement before, but by December 31, 2006, all travelers, whether they are American citizens or foreign nationals, will need to provide a passport when re-entering the United States from Bermuda, Canada, Central and South America, the Caribbean and Mexico.

So if you're planning a trip to the Latin American and Caribbean region, get your passport now!
